    That is one of the things. Exporting ore is more profitable, than selling it to Indian steel plants.     There is quite a lot of coal and iron ore in India, and increasing the production of steel is a real possibility. Not sure about the concrete.

    Its surprising, or gross incompetence on the part of previous governments that the production is so low. So much ore as well as coal, the low production isn't justified.
