The problem is corruption in our government. If the govt was strict on corruption, then this would be possible. But it's not.

So take a closer look. Gujurat anything near Bangladesh/Burma is a secuirty risk due to proximity. Goa is a tourist destination. Other areas are affected by Naxals. Kerala offers Naval related facilities and has a big accessible port.
