The idea that bribery doesn't affect the democratic process is a problem itself. A democratic government is a reflection of it's people, you get what you give.
That's the problem, any sort of bribery is unacceptable in the democratic process no matter who they vote for. What it shows is that the general consensus for bribery is acceptable in that society. If the masses are doing it can they expect differently from their leaders?
