India has 42 principal surface combatants. With many more being built and even more that are planned, (i.e confirmed to be built). Turkey has 26. The Turkish Navy has a lot of Patrol boats which the Indian Navy does not operate, the Indian Coast Guard is tasked with such responsibilities.
