Trust me, from experience, once its issued, the new "Smart ID" will became the target of crooks to steal it, since they won't able to fake one anymore, they will sell it to criminals for a good price.

Very good move for India, we had those "Smart ID" issued to us about ten years ago in HongKong, very convenient, the best part was really difficult to fake, one ID to replace all personal documents.
