SSNs and SSBNs are two different things.
Considering India's ASW capabilities (arguably the best in Asia), SSNs are hardly a threat. But SSBNs are a major game changer because they would give Pak second strike capability. That would require a complete change in India's military doctrine.
Those aren't a game changer. In naval forces India is already far ahead of Pakistan, and the gap is virtually impossible to close.
On the other hand, M-11s are definitely a game changer.
