Secular and Religion don't go well together. Secularism simply means that the state and the church (or temple/mosque) would be different and they will not be interlinked. There will not be any consideration given to any religion in the state's functioning. That's the way forward. :)

There already are many colleges opened by Muslims for Muslims in India. As for Burkha, I really doubt if it is compulsory. I have many muslim female friends who do not wear a burkha or even cover their head. They are very modern in their dress as in their attitude.
