I cannot comment on the figure as I do not know how it has been arrived at but given the large amount, it seems a bit extreme. More knowledgeable members could perhaps assess it better. I just hope that the amount does not include a misappropriation of funds originally intended for flood relief.
From my understanding, the Telegraph is historically known to be a gossip-tabloid paper. It can afford to make ridiculously wild claims without any real reason because it carries that label. This will of course not be the last smear on Iran-Turkey relations.
