France is a member of MTCR..and even though you are not signed partner of MTCR,but the treaty will stop you from using Agosta as your Babur platform.

actually,only two country in Asia has AC,India and Thailand(China still don't have an operational one)..so,its easy to be no.1 :lol:..but still,Mig-29k is a formidable aircraft.even though Russia got Su-33,but i still prefer Mig-29k for carrier borne operation.
