Sterling is a type of AIP, but the Swedes aren't the only ones who make it. The Chinese have been marketing their own Sterling AIP for some years. The Hangor will use a Chinese Sterling AIP system.
Localization is suspect until proven otherwise (we've all been stung before), but, I think the proposed applications are conceptually interesting at least. At some level, the PAF seems to be exploring different ideas for PGBs and AGMs. If anything, we could get some operationally interesting...
IMO the Pakistanis badmouthing the PDM aren't just doing it for PTI, but they're doing it out of the sense that the country's being cheated. I don't think most even have that much love for IK/PTI; rather, people have a problem with the status quo. Pakistanis aren't standing for it.

IMO a neat application of this could be a Sensor-Fuzed Weapon-style system.
Basically, preprogram these loitering sub-munitions with data on enemy ground-based vehicles. Then, take a JSOW-style dispenser (e.g., the Chinese GB500) and then load it with several dozen of these loitering...

1. The optronics module
2. The shell helmet
