US needs ground operators to pinpoint safe areas for supplies to drop. Since allegedly they don't have any ground forces in Syria, they have to rely on Kurds, and intelligence gathered from reconaissance to come up with safe areas for making these drops.

Man 2 out of 28 drops and in area where there are no clear frontlines. Mistakes like this will happen. Best would be Transport Supplies through land via Turkey to give to Kurds fighting ISIS.
