Common sense calls for not provoking a opponent needlessly by targeting its civilians deliberately.It also means that if terrorists are going to use areas of civilian activity for military purposes,it will be hit, legally under international law.

The hamas should fight from strictly military sites to prevent civilian casualties in collateral damage.What part of "never ever,ever gain" do they not understand.
