All good intentions and plans relating to law enforcement would need funds. Considerable funds.
Unpaid volunteers or underpaid interns would run the risk of being exposed to the natural tendency to make money some other way. Not a good idea.
A good proposal, but only if it is really implemented properly and not just superficially. And the question of resources needed to effect such a change would be a sore point too given the dire financial situation at present.

I do agree with you that the economic policies of this government will play a large role in slowing (or accelerating) this "brain drain" described in the OP.
The risk of abuse of power is exactly why a system of "Checks and Balances" needs to be instituted across the board. And for how much longer can we afford to keep FIA as an ineffective joke? We need effective LEO agencies right now!
Promoting local industries that create good jobs for the young professionals need the proper government policies to foster the growth of the economy. Those policies are lacking thus far.

Yes, true what you say, but look at the resolve of the US people to stand behind their armed forces and to defeat terrorism against their country, whatever it takes. Our problems are much worse than theirs, but do we have a similar strength of resolve to back our forces and defeat the terrorists?
