I never said govt is creating alternative to preserve water. I said maybe they are condering it ( cause it's been mentioned in various articles). So it is a possibility. But I would keep my expectations low for that cause the articles can be misleading sometimes

This project was never about water security. But to protect people on the river banks. And there was also no mention of reservoir or barrage in the project video. Maybe authorities will add it along the way
Chittagong port's uasge will decline to some extent after matarbari and payra port construction. Plus mongla port will also be able to handle more cargo after derdging project is completed. Chittagong port will get a good amount of revenue if this goes through. But will they pursue it...
river management should never be in substitute with water sharing treaty. We need both for water supply and controlling river erosion, and not just in teesta but all major rivers.
I believe there was also a proposal from WB about jamuna river corridor. Which would be great but also costly

You said Dhaka has 22mn people thus metro is feasible. There are currently 6 lines being planned in Dhaka. In average 1 line will be for 3.66mn people.
In that case there should be at least 2 lines in Chittagong for 7mn people.
