I think one way this could work is if government notes down the number of these people and their families. Corroborate the facts and determine what kind of jobs would be good for them. A person with a job at, say, McDonalds takeaway also has a job....but he makes too little to be of any benefit...

It's an ordinary invention. SAMs have to be designed from the ground up for specific reasons. Just because it has a rocket motor and can be vectored, does not mean it will act as a Surface to air missile. Building a SAM would require compatible Radar system and that is the crux of the problem...
