1) That is a compulsion. He can't remain in perpetual conflict with the powerful Establishment, without having the resources to confront it head-on.
2) By implicating the Establishment, he is trying to stop them for doing mass-scale rigging in the next elections.
Don't underrate Rana. He is a criminal and currently Pakistan is under their rule, with the active support of another criminal organization, called GHQ.
Unlike India, China's higher leadership don't make their strategic policies on the criteria of embarrassment or public perception. That is India's problem, not theirs.
The example, you posted above, has no relation or resemblance, whatsoever, with the kind of aggressive "Forward Policy"...
