But India's growth has been led by the IT/Service sector, which would favour hyderabad etc. Indian punjab has remained mostly agriculture, with no prospects of driving growth. As economies develop there is less focus on agriculture and more on service sectors.

You have it backwards, its Saudi who are unreliable. E.g. almost recognising il, cutting deals with india, refusing to recognising the plight of kashmiris etc.
