That's exactly what Modi had in mind when he did demonetization. Man, Asaduddin Owaisi was furious. That particular section of people never had any bank account. All were doing business through cash only.

I think there is a way out. Convert all these people in to Hinduism. Also change their names and everything. See that they practice Hinduism day in day out till two generation.
