The program structure of F 35 is very well laid out, and i don't think there is much of a scope for India now.
Infact India would have to go for off the shelf purchase as mentioned by you, if at all we decide to buy that platform.

F 35 has a long order wait list and therefore the whole situation needs to be looked into from pov of induction dates as well.
India doesn't operate any Generation V fighters and hypothetically if F 35 arrive, it will take a considerable time for their induction and weapon system integration...
