    Bro, There is a management path for medical doctors (on the civilian side) and that is why there are alot of medical doctors with management expertise sitting on private hospital board and doing a great job. They have better exposure than their military counterparts.

    Fair point. But why not let civilian health officials run the institution whose exposure and job experience will be more relevant. I would think in this situation, a sensible thing to do would be to call out the gradual army control of all institutions which is not their job description.
