Was Iraq better off under the Baath Regime or the post 2003 regime

For sure under Saddam Iraq was 100 times better than now , Saddam did have flaws but nowadays political elite in Iraq has a thousand more flaws than Saddam, any Iraqi would say this , may be only the Kurds don't like him.
