The three strike rule means that first they'll give you a warning,the next time you troll they'll give you another one and after that if you continue to troll then you'll be banned temporarily or permanently depending on your trolling.The reality is that most of the mods in this forum are biased and anti-Indian from the core of their hearts and hence they don't follow this three strike rule anymore.

Because that's what they have been taught by their teachers and their parents.Pakistanis as a whole can't even tolerate even a little criticism from anybody and that's the reality that i have learnt after surviving here for more than 2 years.
