    Unlikely, Dhulqarnain in the Quran was described as being a 'just subordinate' of God, while Naram-sin's horned helmet points to his status as a demi-god, also Naram_sin and his followers were pagans.

    So ultimately he doesnt quiet fit the description.

    Well I was watching a documentary and his conquests bore resemblance to that of Dhulqarnain and the helmet just made it more interesting.
