Actually these look more like special police units. Wow...lol...so many failures here, look at the WW2 helmets, pretty smart dont ya think putting brown armor with black uniform(sarcasm)?
And its not a great idea to always bunch up together.:S
Those are called "fritz" helmets and are made of Kevlar it is a design used by lots of modern armies. The WEBBING and PACKS (NOT ARMOUR) are standard issue so thats why it is that colour. Judging by the shoulder boards they are Navy hence the dark uniforms.
I am not going to comment on the last part as it is immensely stupid......
