پاکستان کے گزشتہ بجٹ میں دفاع کے لیے 1100 ارب روپے کا اعلان کیا گیا تھا لیکن وزارت خزانہ نے انکشاف کیا ہے کہ رواں مالی سال کے اختتام تک 1676 ارب روپے خرچ کیے جا چکے ہوں گے۔ دوسری جانب حکومت نے اعلان کیا ہے کہ آئندہ مالی سال کے بجٹ میں دفاع کے لیے رقم بڑھائی جائے گی۔

پاکستان کی معیشت کچھ عرصے سے مشکلات کا شکار ہے اور گزشتہ سال نئی حکومت قائم ہونے کے بعد سے خاص طور پر بحران میں ہے۔ وزیر خزانہ اسد عمر کو دو بار منی بجٹ پیش کرنا پڑا ہے اور ادائیگیوں کے توازن کو ٹھیک کرنے کے لیے دوست ملکوں نے کئی ارب ڈالر فراہم کیے ہیں۔ وزیر اعظم عمران خان اپنے ہر خطاب میں سادگی کی تلقین کرتے نظر آتے ہیں اور ہر شعبے میں اخراجات گھٹانے کی بات کرتے ہیں۔

لیکن وزارت خزانہ نے قومی مالیاتی کمیشن کو آگاہ کیا ہے کہ اس سال دفاعی بجٹ پر اعلان کردہ رقم سے 45 فیصد زیادہ رقم خرچ کی جا رہی ہے۔ بجٹ میں دفاع کے لیے 1100 ارب روپے رکھے گئے تھے۔ لیکن کل خرچہ 1676 ارب ہو جائے گا۔ اس میں فوجیوں کی پنشن، اسٹریٹیجک نوعیت کے اخراجات اور خصوصی ملٹری پیکج شامل ہیں۔

سیکرٹری خزانہ عارف احمد خان کے مطابق وفاقی حکومت کی کل آمدن 5500 ارب ہے۔ صوبوں کے حصے 2581 ارب، دفاع کے 1676 اور قرضوں کی ادائیگی کے لیے 1842 ارب کا مجموعہ 6100 ارب بنتا ہے۔ سرکاری ملازمین کی تنخواہوں، ترقیاتی کاموں اور معمولی اخراجات کے لیے مسلسل قرضہ لینا پڑ رہا ہے۔

گزشتہ روز وفاقی کابینہ کا اجلاس ہوا جس میں اس صورت حال پر غور کیا گیا۔ اجلاس کے بعد وزیر اطلاعات فواد چودھری نے بتایا کہ آئندہ مالی سال کے لیے دفاعی بجٹ میں کوئی کمی نہیں کی جائے گی، بلکہ اضافہ کیا جا سکتا ہے۔ انھوں نے کہا کہ پاکستان کا دفاعی بجٹ پہلے ہی خطے کے دوسرے ملکوں سے کم ہے۔

سینئر تجزیہ کار امتیاز عالم نے وائس آف امریکہ سے گفتگو کرتے ہوئے کہا کہ دفاعی بجٹ میں اضافے کا مطلب ہے کہ ترقیاتی بجٹ پر چھری چلے گی اور ممکن ہے کہ اسے ختم ہی کر دیا جائے۔ ان کا کہنا تھا کہ بھارت کے ساتھ تعلقات جوں کے توں ہیں اور افغانستان میں امن مذاکرات ہو رہے ہیں۔ ان حالات میں دفاعی بجٹ بڑھانے کی کوئی وجہ نہیں ہے۔

دفاعی تجزیہ کار ایئر وائس مارشل ریٹائیرڈ شہزاد چودھری کہتے ہیں کہ ترقیاتی بجٹ میں کوئی کمی نہیں کی جا رہی۔ ہر سال ہزار ارب کا اعلان کر کے پانچ چھ سو ارب خرچ کیے جاتے ہیں۔ اس بار بھی ایسا ہی ہو گا۔ پاک فوج نے جو پانچ سو ارب اضافی مانگے ہیں وہ دراصل قبائلی علاقوں میں آپریشن اور عام انتخابات میں خدمات انجام دینے کا بل ہے۔ یہ اضافہ ہر سال کے لیے نہیں ہو گا۔

شہزاد چودھری نے کہا کہ پاکستان ماضی میں بھارت کے دفاعی بجٹ کا تقریباً پانچواں حصہ اپنے دفاع پر خرچ کرتا تھا۔ لیکن بھارت نے حال میں دفاعی بجٹ میں ساڑھے بارہ فیصد اضافہ کیا ہے اور دونوں ملکوں کے دفاعی بجٹ میں فرق بڑھتا جا رہا ہے۔ پاکستان اپنے دفاع سے غافل نہیں رہ سکتا۔

Instead of answering its always India / Corrupt / Baboon / Ghadar .Good Mental strength my friend ,This is a real issue we have nukes and that is enough to deter with India 1676 undeclared spendings are killing the economy ,we need PSDP not Defense spending to provide food to 200 Million plus people

Bro regarding defence budget, i am pretty clear, we should look at the threats to our security, I mean terrorism, India in the east, unstable Afghanistan at one side, not so trust worthy Iran at one side, Multiple internal and external threats, we have serious security threats, we are surrounded by enemies, so thats why i don't have any reservation at exceeding defence budget, i see it as a necessity.

Having said that, bad handling of economy by the incumbent PTI govt, and brutal/stupid devaluation of currency by the govt are separate issues. Its a long debate, but to cut the long story short, its most incompetent govt of Pakistan's history, filled with habitual runaways of other parties and corrupts/lotas.

This govt itself is fast becoming threat to our economy and security.

Instead of answering its always India / Corrupt / Baboon / Ghadar .Good Mental strength my friend ,This is a real issue we have nukes and that is enough to deter with India 1676 undeclared spendings are killing the economy ,we need PSDP not Defense spending to provide food to 200 Million plus people

Brother only nukes are not enough to protect a country, strong conventional military force is a necessity too, i mean look at all other nuclear powers, no single one ignores the conventional capability.

Nukes alone are not enough to counter multi faced problems we face from our neighbours and internal militancy issyes
As for this report I would take it with a pinch of salt as this report by voa the state departments propaganda wing fails to mention key points was it due to dollar appreciation or was it due to other issues?
PSDP will be increased for the country as a whole first we need to undo the destruction of the previous regime

Okay, first thing first, a 65% sudden increase is unaccounted for. You just hiked the defense budget by 550 billion! That's 65% of their existent defined budget! That's simply uncalled for, and what makes it even more outrageous is that the net Federal reserves are coming out to be around 600 billion in the NEGATIVE due to debt servicing and defense ( 2000 + 1650 billion respectively ), and so in order to adjust for this, the provincial budgets will have to be decreased, that means even less for Balochistan which is already underdeveloped.

You can see the volatile security but you cannot see the volatile internal situation. Growth is already declining, and inflation is rising, this is heading for a disaster, you want to be accumulating funds and spending them on development with such brittle economic situation, not spike a huge budget by 65%! Even a 10% would have been understandable. If we are worried about what is yet to come, then we can allot separately when that time does come.

Sir almost all the debt incurred and most of the depreciation was done by the pmln govt the problems the new govt inherited are so enormous that any team will take substantial amount of time to mitigate the effects and damage caused by the loot plunder and mismanagement of the two previous governments namely ppp and pmln.

Yes PTI retired some of Previous Debt, like all past govts did, but end up incurring more fresh Debt to the national exchequer (its an old recipe of disaster to retire old debt by getting new loans), plus continuos printing of money by the govt is increasing inflation & causing hike in the existing Debt, Devaluation has failed, now even govt officials & ministers like farrukh saleem & Sheikh Rasheed etc. are admitting it. Regarding loot and plunder, the cases are in the court (some in the NAB under investigation), cases of all parties, PPPP, PMLN and PTI politicians, so leave it to the courts.

Mubshair Zaidi is reporting the budget figures but not mentioning that at the time when previous government announced budget defence budget estimation was Rs. 1100 Billion as dollar was at Rs. +110 at that time on the other hand currently exchange rate for $ is at Rs. +140 which make the defence budget more or less same as previous
