Please read the document carefully. India agreed to start withdrawing the bulk of its forces when Pakistani troops were "being withdrawn". The withdrawal of forces had to take place in a synchronized manner on both sides of LoC. But India didn't agree on terms and conditions of withdrawal with the commission, and therefore the commission didn't ask Pakistan to withdraw its forces. The tribesmen had withdrawn by February 1951 anyway. Pakistan was even ready to withdraw all its troops in favour of UN troops irrespective of Indian reaction to such a proposal. 11 withdrawal proposals were made by the UN commission in first three years. Pakistan accepted them but India rejected them. And you still think that the UN could have held Pakistan responsible for halting the process ???
