‘WB has termed Diamer-Bhasha Dam risk for financiers’

ISLAMABAD: The Economic Affairs Division (EAD) here on Wednesday informed a standing committee of the Senate that the World Bank (WB) had refused to extend a loan for the Diamer-Bhasha Dam project, terming it as risk financing. The EAD officials informed the Senate body about the situation, accepting their failure in arranging finance for the $12 billion Diamer-Bhasha Dam project.



However, there are some commitments for the project, the latest coming from the US of about $220 million. As far as the Asian Development Bank (ADB) was concerned, the EAD officials said it had never committed any loan for the project before. However, there were some estimates that the ADB would extend a loan of $3-4 billion if there were visible funding for the project, they added.



The ADB is of the view, according to the EAD Additional Secretary Iftikhar Rauf, that in case the government manages funding from other resources in reasonable size, it would not hesitate to fund the project. “No international financial institution and donor bank is ready for risk financing,” Rauf said.



To a question, he said that it had never been categorically conveyed by the ADB that it would extend a credit line for the project only when the World Bank would join the project, which had linked its funding with an NoC from India. He said that every international financial institutional and world donor agency had its own limits to extend loans.



The top EAD officials also revealed that Pakistan Railways and National Transmission Dispatch Company (NTDC) had signed some loan agreement with China, bypassing the EAD and violating the rules of business. Both the departments had signed loans of $817.60 million for four projects.



The members of the Senate body took a serious notice against Pakistan Railways and NTDC for signing these loans and asked for a detailed briefing from both the organisations and the Planning Commission in the presence of EAD officials. If the departments are found guilty, their case would be referred to the NAB.



Likewise, the Senate committee members also raised the issue of importing scanners from China at the cost of $11.66 million. The particiapnts were told that Interior Ministry had imported four scanners to be installed at two entry and two exit points in Islamabad under the Safe City Project. The Senate members were told by the EAD that these scanners were not being used so far as they emitted radiation in the radius of four metres and could hurt the people passing through the scanners.



The members posed the question to EAD as to why it had negotiated loan with China for these scanners. The official said that EAD started negotiations for the loan with a donor or a country only when Planning Division cleared the project.

US has huge influence on WB. It can hurt Pakistan through economic means indirectly.

Islamabad—China has linked its financial assistance of $ 3-4 billion for $ 11.3 billion Diamer-Bhasha dam with 100 percent contracts of major components of the huge and strategic project, a senior official at Ministry of Water and Power told Pakistan Observer.

The project will have storage capacity of 8.1 million acre feet (MAF) of water and electricity generation capacity of 4500 MW.

Beijing has also come up with another condition that the credit will be in Chinese currency, China also indicated that it would also get the repayment of loan in Chinese currency.

The official said that Beijing knows that US currency is on the decline and in the days to come Chinese currently will continue to be string against the dollar so it has decided to lend in its current and ensure the repayment of the loans also in its currency. “This means that China will not extend loans in US dollars to Pakistan.”

When asked about Pakistan response to the conditions marketed by China for loans on much trumpeted project Diamer-Bhasha dam the official said that the authorities concerned are currently pondering over the terms of condition of the Beijing and hopefully Pakistan may show honour to them.

Mentioning about the more loan required for materializing the Diamer-Bhasha dam, the official said that in its latest meetings with top guns of Ministry of Water and Power and Finance, the Manila-based Asian Development Bank (ADB) has indicated to give about $ 5 billion for Diamer-Bhasha dam. ADB has agreed to come up as leading bank to finance he project. The bank will also hold the road shows in three countries to bring more financing for the project.

The official said, the World Bank is still refusing to give any credit line to Pakistan for the said mega project arguing that site of Diamer-Bhasha dam is in the disputed area. The WB has subscribed to the view point of India as New Delhi is opposing the project at various platforms of the International financial Institutions saying that dam is being constructed in the disputed area.

However JBIC (Japan bank of International Cooperation) and IDB (Islamic Development Bank) have agreed to fund the project. Pakistan is also trying from pillar to post to get the financial help from US. According to the sources, the US will extend $ 1 billion in next 5 years for the project ($200 million in each year) but after getting the nod from US congress.

Its obvious that WB will play safe in this economic slowdown times and will not finance projects which has potentials to get mired into disputes between the parties.Only solution is that GOP some how convince GOI to withdraw its opposition to the project.other solution is GOI itself financing the project with a formula of sharing the generated electricity between india and pakistan.

Of course they did , I mean WB is the most Honest Bank is the World working for the benefit of the poor countries , No one can control or dictate its operations.

Why am I not Surprised .
