The Turkish defense industry will participate in the Asian Defense Services Fair (DSA 2022) to increase cooperation in Malaysia and the countries of the region.

DSA 2022 Exhibition will be held in Kuala Lumpur on March 28-31. The fair offers the opportunity for Turkish defense industry companies to promote, cooperate and create a market for themselves. Turkey has provided "national participation" to the fair, which is held every two years, 13 times since 1996.

In this year's fair, 32 companies/organizations, including the Defense and Aviation Industry Exporters' Association, will take their place in the Turkish national area consisting of 2 thousand 700 square meters, under the coordination of the Presidency of Defense Industries. Aksa Motor Vehicles, ASELSAN, Ata Silah, BMC, CES Composite and Defense, DEARSAN, Derya Arms, DESAN, Garanti Giyim Kompozit, HAVELSAN, HOYTEK, Kale Kalıp, Koç Savunma, MKE, Nurol Makina, Nurol Teknoloji, OTOKAR, REPKON , ROKETSAN, SAHA Istanbul, Samsun Yurt Savunma, Simsoft, STM, TAIS, TEI, Transvaro, Turaç, TURMAKS, TUSAŞ, FNSS, Ateşçi will introduce their products and services.

The Turkish defense industry, which has made a name for itself in the world with its breakthrough in recent years, produces a large part of its needs locally and nationally, from ships to helicopters, from armored vehicles to unmanned aerial vehicles, from weapon systems to satellite studies, from air defense systems to electronic warfare. The Turkish defense industry not only meets Turkey's defense and security needs with domestic and national resources, but also supports its friends and allies. Turkey exports 228 products, mainly to 170 countries.

Malaysia is among the important and strategic allies in Southeast Asia, with which Turkey cooperates in the defense industry. During President Recep Tayyip Erdoğan's visit to Malaysia, 14 memorandums of understanding were signed between companies operating in the defense industry, establishing bilateral cooperation.

Proposals for new collaborations are on the table:

Turkey has exported many armored vehicles to Malaysia so far. The body and parts assemblies of the armored vehicles produced in FNSS facilities are manufactured in DEFTECH facilities and given to the Malaysian army. Within the scope of this cooperation, production continues at DEFTECH.

A 4x4 armored vehicle contract was recently signed by Nurol Makina. MRTP 16 boats produced by Yonca-Onuk are in the Malaysia inventory. ASELSAN's remote-controlled stabilized weapon systems are being integrated into Malaysian Coast Guard boats.

TUSAŞ's offer for the Anka UAV is being evaluated by the Malaysian Air Force Command. TAI also submitted a bid for the tender for 18 aircraft with Hürjet. TUSAŞ, which offers joint production in Malaysia, also opened an office in this country. It is aimed to increase cooperation in the field of UAVs, trainer aircraft, helicopters and aviation training through this office, which is expected to employ approximately 100 people by the end of the year.

A similar cooperation model is offered by ASELSAN within the scope of Maritime Patrol Aircraft and radio projects.

DSA 2022: TAI affirms commitment to Malaysia even if bids fail

Even if it is unsuccessful in bids for MALE UAV and light combat/trainer aircraft programmes, Turkish Aerospace (TAI) executives confirmed to Shephard that the company aims to build ‘long-term relationships’ in Malaysia.

Turkish Aerospace (TAI) is committed to carrying out industrial partnerships in Malaysia even if its bids are not selected for Malaysia’s Medium Altitude Long Endurance (MALE) UAV and Light Combat Aircraft (LCA) programmes, company officials said during the Defence Services Asia (DSA) 2022 exhibition in Kuala Lumpur.

Turkish Aerospace is offering the Anka-S UAV to meet a Malaysian requirement for three MALE UAVs and the Hürjet for Malaysia’s 18-aircraft LCA programme to replace Aermacchi MB-339CM trainers and BAE Hawk 100/200s that the Royal Malaysian Air Force operates in trainer and light combat roles.

EVP for aircraft Atilla Dogan and Omer Yildiz, EVP for UAVs, told Shephard in a joint interview on 29 March that even if TAI is unsuccessful in its bids, its efforts to build an industrial presence in Malaysia will continue regardless of the outcome of the tenders.

‘Our Malaysian initiatives are not tied to the tenders; regardless of the outcome of the tender process, we feel that Malaysia has a lot to offer to Turkey and Turkish Aerospace products,’ said Dogan. ‘We want to establish long-term relationships in Malaysia regardless if we are awarded or not. We want to be here.’

TAI president and CEO Temel Kotil stated in a release on 29 March: ‘We opened an engineering office in Cyberjaya and currently we have 15 engineers. We are targeting to reach 100 engineers by the end of the year to design and build the avionic systems for Turkish Aerospace.’

With regards to Hürjet, Kotil added that TAI is delivering 16 aircraft to the Turkish Air Force from 2025 onwards.

‘We offer business models that allow any system to be integrated,’ he noted. ‘We could localise Hürjet with a partnership of 50-50 percent joint company. Avionics is all Turkish-built by Aselsan, but we want to design for international markets in Malaysia.’
Dogan said that TAI had established a wholly owned subsidiary company in Malaysia, with the initial focus on avionics because Malaysia has a strong electronics sector with human resources.

However, TAI does not expect its Malaysian subsidiary to generate additional business but instead to receive work from Turkey, which will enable the company to develop to an extent where it would be able to provide avionics and software for the Hürjet, not only for the potential Malaysian order but also for Hürjets sold by Turkey to other countries.

‘Some of the avionics equipment and some of the software will be coming from Malaysia,’ Dogan noted.

He added that TAI in its tender proposal offered to build the first three aircraft in Turkey, with Malaysian engineers and technicians being trained so that the remaining 15 aircraft can be manufactured and finally assembled in Malaysia.

At the same time, the Turkish OEM will provide Malaysia with the capabilities and skills to establish in-country MRO and training facilities for the Hürjet.

No final decision has been made on where the manufacturing facility will be or which Malaysian company TAI might partner with.

‘We are in the process of understanding the industrial ecosystem in Malaysia, and when the time comes, we will choose a partner or multiple partners depending on the[ir] capabilities and interests,’ said Dogan.

He said that the Malaysian RfP called for the LCA to be delivered in 2025, a date which the Hürjet will be able to meet. A complete training package is included with pilots and maintenance crews to be trained in Turkey.

Turkish Aerospace and DEFTECH signed a cooperation agreement on Unmanned Aerial Vehicle activities in Malaysia during DSA 2022.

The agreement was signed by Turkish Aerospace CEO Temel Kotil and DEFTECH CEO Mohd Fazley bin Ariffin.

The signing ceremony was attended by Turkey's Ambassador to Kuala Lumpur Dr. Merve Safa Kavakcı and Turkey's Gendarmerie General Commander Gen. Arif Çetin.
