Roketsan signs contract with Indonesia for KHAN Ballistic Missile System and HİSAR Air Defense Missile System

Indo Defence 2022 Defense Industry Fair, held in Jakarta, the capital of Indonesia, opened its doors today. Turkiye, the foreign country with the largest number of companies participating in the fair, signed important agreements with Indonesian authorities.

In this context, a contract was signed for the KHAN Surface-to-Surface Ballistic Missile System and HİSAR Air Defense Missile System developed by Roketsan. While the offer was submitted by Roketsan to the main contractor Excalibur company, it was learned that the loan to the Indonesia will be provided by Czech Eximbank. The main contractor Excalibur signed a contract with the Indonesian Ministry of Defense for the sale.

In terms of weapon systems and ammunition, Excalibur signed a subcontracting contract with Roketsan in September 2021. The contract is planned to enter into force in 2022. Under the contract, Roketsan-produced KHAN and HİSAR missiles will be delivered to the Indonesian Army within the scope of the project in which the Czech Excalibur company is the main contractor.


KHAN is the MTCR export version of the BORA Tactical Ballistic Missile System produced by Roketsan, and has a range of 280 kilometers.

The missile is launching from the 8×8 Tactical Wheeled Vehicle of the BORA Weapon System produced by Roketsan and the Roketsan Multi-Barrel Rocket Launcher Weapon System. In line with user requirements, it can also be launched from other Tactical Wheeled Vehicle platforms with a suitable interface for integration.

Nice to see that, but so far no Indonesian media report this contract yet, not even the defense focused ones. Most probably it is still in LOI or MOU level contract

HISAR-O+ and SIPER

You dont understand the way Indonesia does. Any way in contract, there is MOU, LOI, and real contract, then effective contract

Here is our system

Defense Minister acquisition plan - Minister of Planning approval to put it in Blue Book (2020-2024 approval acquisition program) - Minister of Planning approval to put it in Green Book (this year approval program, ready to be proposed to Minister of Finance) - Finance Minister approval (PSP)- then Finance Minister Budget issue RMP allocation (RMP-Down Payment for loan activation)

For Turkish Missile acquisition, Zaha Amphibious, and Scorpene (France) submarines, I am quite confident it can become real and effective contract.

For OPV and Fast Boat, I am not sure. The contract has been signed by Prabowo, but no backing from Minister of Planning and Minister of Finance. Similar situation like FREEM contract signed by Prabowo in 2021, sitting in Limbo

HISAR-O+ and SIPER

I dont think there is investment by TAI in Indonesia, what is going on is cooperation between TAI and Indonesian Aerospace and the target to merge market. Previously Indonesian Aerospace Director also said that TAI is interested in N219 Amphibious, more likely N219 Amphibious will be manufactured in Turkey that hopefully later be marketed to Europe.

Despite so, I am happy with this tendency to Turkish product and cooperation between our companies, less likely we will get embargoed when it comes to Turkey

These missiles will be medium and high altitude air defense missiles. The missiles will be used in an Indonesian 'Layered Air Defense System' called TriSula.

These air defense missiles will be different from the existing HİSAR-O, HİSAR-RF and SİPER Block I missiles. The missiles will be developed by Roketsan entirely based on the needs of the Indonesian Army.

Having signed an important export agreement in the international arena, Roketsan will now offer four different products in the air defense, anti-ship and ballistic missile product range to the Indonesian Army.

This is an engineering agreement. PTDI employees will take part in TAI projects. Temel Kotil's statement on the scope of TAI's agreement:
