A civilized society can only exist when the citizens of the state know their rights, respect their rights and fulfill their own obligation to society. It therefore follows that knowledge of human right and dignity is the very basic of a civilized and democracies states.

In Pakistan the subject of human rights has received a reasonable support of Government, through proper projection of citizenship concepts. The government's initiative in spreading human rights awareness is a critical part of its overall policy for preparing the country for return to democratic order.

Pakistan was founded in the name of Islam and has always followed the ideological charter given by the Holy Prophet (peace be upon him) in His last address emphatically declaring ". there is no discrimination of colour or creed in Islam. White is not superior to black or vice versa. All considered respectable who fear God. For a Muslim another Muslim's life and property is forbidden".

Being a member of the United Nation Pakistan considers its duty to follow the Universal Declaration of Human Rights announced in UN Charter. Pakistan always respects the fundamental right of the creed or language, according to Constitution of Pakistan (Articles 9-29). Our women are actively participating in all fields and the minorities enjoy their all-fundamental rights.

Pakistan has always advocated the human rights on the national and international fora; be it Kashmir, Afghanistan, Palestine, Bosnia, Kosovo or else, Pakistan vehemently has protested worldwide against the rights violations wherever it prevailed.

Government of Pakistan stats fully committed and obliged to promote and protect human rights (HR) in the country under the obligation f constitutional framework. It will be adequate to refer to a number of Articles relating to human rights in the Constitution f Pakistan 1973 as 20.

Pakistan's Constitution and laws confer equal status and rights on the followers of all religions and prohibits discrimination on account of religion, race, caste, colour or creed etc.International Conventions Pakistan has so far ratified or signed the following international covenants and agreements relating to human rights:-

Convention on the Rights of the Child.
International Convention of the Suppression and Punishment of the Crime of Apartheid
International Convention against Apartheid in Sports.
UN Declaration n the Elimination of all Forms of Racial Discrimination.
Convention on the Prevention and Punishment of the Crime of Genocide.
Supplementary Convention on the Abolition of Slavery, the Slave Trade, and Institutions and Practices.
Convention for the Suppression of the Traffic in Persons and the Exploitation of the Prostitution of others.
Convention on the Elimination of all Forms of Discrimination against Women.
Protection for Minorities :PakistanFlag:

In Pakistan, religious groups other than Muslims represent 3.32% of the total population. These include Christians, Hindus, Qadianis, Parsis and others. According to Pakistan's constitution they enjoy equal rights and status of citizenship in Pakistan.

The Constitution of Pakistan provides for reserved seats for each of the religious groups or minorities in the National and Provincial Assemblies and Local Bodies to ensure their due representation in the democratic institutions and in the service of Federal or Provincial Gov ernments. In addition to the above, Government has also set-up the following establishments for the further protection of the rights and interests of minorities and to ensure their welfare:

- A high-powered National Commission of Minorities.

- A Federal Advisory Council of Minorities having representatives from all the groups of minorities.

- Minorities Affairs Departments in the four provinces.

- District Councils of Minorities.

One member representing a religious minority community has been included as a Minister in the Federal Cabinet. Also one Judge (Mr. Justices Rana Bhagwan Das) from a religious minority community has been elevated to the Supreme Court. Recently a mass awareness campaign has been initiated by the present government. Short-term actions coupled with long terms strategy has been evolved to disseminate issues of human rights and human dignity among the general public, which includes:

1. Two Awards to be conferred on human rights activists every year on regular basis.

2. An amendment has also been suggested in the Ombudsman's Act to add a separate charter dealing with problems and complaints of mal-administration relating to women and the creation of a separate office of Ombudsperson for Women.

3. A Directive under article 148 of the constitution is also under issue to ensure implementation of the kill on use of bars and fetters for the convicts.

4. In order to prevent abuse of the Blasphemy Laws, an administrative procedure has been recommended to ensure that a FIR under the blasphemy laws could only be registered after preliminary investigator and scrutiny by a responsible district officer.

5. The Ministry of Interior to confirm and if need be, amended the relevan1rules allowing children born to Pakistani women holding Pakistani passports, but married to foreign men, are also entitled to Pakistan citizenship in the same manner as children born to Pakistan men married to foreign women.

6. Honor Killings has been declared as a crime against the state.

A special education programme has been evolved by the curriculum wing

Ministry of Education, in national as well as all the regional languages, to be included in the curriculum for primary level upto the Bachelor's Degree various

training institutes have also included the issues of human rights in their training programme specified for middle level and high ranking officers. The contents of these training courses encompass following themes.

1. Gender Issues.

2. Child Rights Issues.

3. Bonded Labor Issues.

4. Ethnic Minority Issues.

5. Issues relating to freedom of Press.

6. Issues relating to freedom of expression.

Special Media Strategy regarding human rights mass awareness & education programme has been devised wherein following objectives have been identified

Objectives:

To create awareness of human Rights among masses.
To promote respect and observance of Human Rights in the society with special emphasis on vulnerable groups i.e. women and children.
Promotion of Human Rights awareness in all areas in general and in the rural areas in particular so as to address the issue at grass root level.
Media to be used:

The H.R media campaign will be aimed to reach the entire length and breath of the country.

Various mode of the media such as

1. Electronic Media

2. Press

3. Promotional Material

4. Workshops/Seminars

5. Theaters/Puppet shows

6. Bi-Annual Newsletters

7. Information and Database of Human Rights Mass Awareness and Education Project by Management Information System (MIS)

8. Web site is being used for the dissemination of Human Rights notions

for promoting awareness.

Pakistan Broadcasting Corporation and Pakistan Television Corporation both have initiated number or programme in national and rural languages through their networks to highlights human rights issues in different formats and diverse patterns including:

1 .Slogans

2. Jingles

3. Speeches/Talks shows/symposia/features interviews/dramas etc.

Where as government and the people of Pakistan are working for the preservation and protection of human values, human dignity and human rights of all its special groups, minorities they are also witness to the worst human rights violations unleashed on there Kashmiris brethren in the Indian Held Kashmir.

The international human rights organization know that the Indian forces in :cry:

occupied Kashmir are using intense forms of torture to suppress the indefatigable spirit of the people of Kashmir for freedom. The degree and severity of inhuman torture is nowhere so barbarous as one observes in Kashmir. Setting hoses or fire, looting and indiscriminate killings of the unarmed and innocent Kashmiri and other forms of heinous crimes such as rape and molestation by the Indian Armed Forces, is unparalleled in the modern history of human rights abuse.


The Human Rights Watch/Asia has categorized Indian Held Kashmir as one of the five territories with the worst human rights situation in the world. The torture and brutalities used by the Indian Forces :cry: in acquisition of information about the freedom fighters is a brutal signal to other Kashmiris, perhaps, that they had better abstain from being involved into militancy :cry: . Although Pakistan always desires to have the cordial, tension-free, good neighborly and cooperative relations with India :PakistanFlag: and to this end go an extra mile entering into the negotiation on the Kashmir Issue, if India is consistent in its policy of crushing by brutal force, the indigenous freedom movement on the people of the occupied Kashmir. This unceasing and uncivilized attitude of India towards Kashmiris has compelled the, Pakistan Government to raise the issue of the gross human rights violations in Kashmir at various international fora. the genuine cause of Kashmiri peoples have thus gained rapid impetus and world-wide support and convinced a towering world celebrity like President Mandela of South Africa :clapping: to openly spell out his deep concern to the NAM forum. In his address to the 12th NAM Summit held in Durbin in September 1998, he called upon the NAM to lend all its support for the resolution of the Kashmir dispute. Pakistan's consistent efforts have thus resulted into resumption of dialogue to discuss the Kashmir dispute with India at the highest political level.
