The President of India, Shri Pranab Mukherjee has extended his greetings and felicitations to the Government and people of the United Arab Emirates on the occasion of their National Day (December 2, 2016).

In a message to His Highness Sheikh Khalifa Bin Zayed Al Nahyan, the President of the United Arab Emirates, the President has said, “On behalf of the Government, the people of India and on my own behalf, I have great pleasure in extending warm greetings and felicitations to Your Highness on the occasion of your National Day.

India deeply values its close, friendly and warm relations with the United Arab Emirates, which are firmly rooted in our age-old trade and cultural links, nourished by people-to-people contacts and regular exchange of high-level visits. I look forward to working closely with Your Highness to further expand and deepen our bilateral relations.

The recent contacts and exchanges at the highest political level have provided a fresh impetus to our mutually beneficial ties and elevated them to a comprehensive strategic partnership. RIYADH: Saudi Arabia has invited India to play a ‘key role’ in its economic transformation as it embarks on an ambitious plan to diversify sources of its revenue and to cut dependence on oil exports following a long period of decline in crude prices.

The call made to India to engage more intensively with the Kingdom comes within the framework of the Saudi Vision 2030.

“Saudi Arabia is now looking to a post-oil age that will usher in an era of world-class technological research, start-up development, entrepreneurial vigor and vast investment opportunities,” Saudi Ambassador to India Saud Al-Sati said, while speaking at the ‘Vibrant Gujarat Global Summit’ in India. “We welcome India as a central participant in this exciting new phase of our country’s profound growth,” he added.

Referring to the Saudi participation at the four-day business summit, Al-Sati told Arab News Saturday that a strong 20-member Saudi delegation was participating in the conference that concluded Friday. A large number of Saudi companies and institutions including SABIC and Saudi Arabian General Investment Authority (SAGIA) attended the business summit in Gujarat, the home state of the Indian Prime Minister Narendra Modi.

In his speech at the Saudi Arabia country seminar at the summit, the envoy explained Saudi Arabia’s Vision 2030 plan to “transform the entire foundation of the Saudi economy.”

He elaborated about how strong ties with countries like India can contribute to Saudi Arabia’s economic development and also provide opportunities for allies and friends to share the “economic cake” as the countries march together for development.

“Through the Vision 2030 program, we are aiming to free the Saudi economy from dependence on oil by diversifying the Kingdom’s sources of income, attracting foreign investment and making Saudi Arabia a manufacturing hub,” he added.
“While Saudi Vision 2030 emphasizes future focus on the non-hydrocarbon sector, the oil sector of our economy will, of course, remain vital for years to come, and we will continue to meet India’s energy needs,” Al-Sati said.

Referring to the visit of Indian Prime Minister Modi to Riyadh early last year, he said that the premier’s visit that led to the signing of several agreements elevated the bilateral ties to “a new era of strategic partnership, and enhanced cooperation in political, economic, and security affairs.” Noting that bilateral trade in 2015 was worth nearly $40 billion with India importing a fifth of its oil needs from Saudi Arabia, the ambassador highlighted some latest milestones in Indo-Saudi economic relations.

He said that Riyadh was keen that its bilateral trade and investment relations with India grows beyond oil and energy, notably in areas such as food, chemicals and textiles.

Saudi Arabia is India’s fourth largest trade partner and a major source for its energy security, accounting for some 20 percent of its crude oil needs.

Besides these positive indicators, it is import to mention here that the SAGIA has given operating licenses to 426 Indian companies so far.

On the sidelines of the business summit, Saudi and Indian companies signed several memoranda of understanding (MoUs) with commitment to invest millions of dollars in joint projects.

Saudi Arabia on Wednesday committed to invest in Gujarat by inking six MoUs in solar power, chemicals, and information technology sectors with the state-run Gujarat Narmada Valley Fertilizers Corporation (GNFC), according to a report published by ‘The Times of India’, a major English daily newspaper of India.

GNFC signed the tie-ups with Alfanar Energy for a 40 MW solar plant, with Connect Power for a solar PV module plant and an LED lighting plant, with Connel Chemical for a methylene diphenyl di-isocynate (MDI) plant, with Ecophos Belgium for a dicalcium phosphate plant, and with NEC India Pvt Ltd. and DNJ Corporation for IT-enabled services.
This was for the first time that a large delegation from the Kingdom participated in the business summit in India.

Cabinet approves MoU between India and the United Arab Emirates on the Mutual Recognition of Certificates of Competency as per the provisions of the Standards of Training, Certification and Watchkeeping (STCW, 78) and amendments thereof

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the Memorandum of Understanding (MoU) between India and the United Arab Emirates on the Mutual Recognition of Certificates of Competency.

The proposed MoU will pave way for recognition of maritime education and training, certificates of competency, endorsements, training documentary evidence and medical fitness certificates for seafarers issued by the Government of the other country in accordance with the provisions of Regulation 1/10 of the Convention, and cooperation between the two countries in training and management of seafarers.

The MoU will ensure that the education, training and assessment of seafarers, as required by the STCW Convention, are administered and monitored in accordance with of the STCW Code for each type and level of training assessment involved.

Cabinet approves MoU between India and the United Arab Emirates on Bilateral Cooperation in the Road Transport and Highways sector


The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved the Memorandum of Understanding (MoU) between India and the United Arab Emirates on Bilateral Cooperation in the Road Transport and Highways Sector to be signed between the Ministry of Road Transport and Highways, India and the Federal Transport Authority – Land and Maritime, U.A.E.


The proposed MoU envisages increased cooperation, exchange and collaboration between India and the UAE, and will contribute to increased investment in infrastructure development and enhance logistics efficiency. This will help in promoting safe, economical, efficient and environmentally sound road transport in the country and will further help both the countries in creating an institutional mechanism for cooperation in the field. Salient features of the MoU are:


  1. Exchange and sharing of knowledge and cooperation in the area of transportation technologies and transport policies, for passenger and freight movement by roads;

  1. Planning, administration and management of road infrastructure, technology and standards for roads/highways construction and maintenance;

  1. Sharing of information and best practices for developing road safety plans and road safety intervention strategies, and outreach activities aimed at reducing deaths and injuries resulting from road accidents through:

  1. Sharing of knowledge and best practices in user-free (toll)-related issues; including modern systems, technologies and methods of levying of user-free and collection including Electronic Toll Collection System;

  1. Sharing of information areas of improved technologies and materials in road and bridge construction, including joint research; and

  1. Sharing of information and cooperation for mobilizing investments for setting up of Logistics Parks, freight logistics, transportation warehousing and value added services (VAS) as an enabler and as a catalyst of economic growth and seamless freight movement.

New Delhi: Ahead of Abu Dhabi Crown Prince Sheikh Mohamed bin Zayed Al Nahyan`s arrival here as chief guest for this year`s Republic Day celebrations, India and the UAE held their first strategic dialogue on Friday keeping with the decision to elevate the bilateral relationship to Comprehensive Strategic Partnership.


"Pursuant to the decision to elevate their relations to a Comprehensive Strategic Partnership during the exchange of the visits at the highest level between India and United Arab Emirates (UAE) in August 2015 and February 2016, the two sides held the first meeting of strategic dialogue between the two foreign offices on January 20 in New Delhi," the External Affairs Ministry said in a statement.

It said that in the meeting, which was co-chaired Minister of State for External Affairs M.J. Akbar and his UAE counterpart Anwar Mahammed Gargash, "the two sides were represented by strong delegations drawn from a number of relevant ministries and departments".

"During the meeting, the two sides discussed a number of issues ranging from cooperation in the areas of trade and investments to expanding the bilateral cooperation to new areas under the strategic partnership, inter alia in the areas of energy security and renewable energy, defence and security, electronics and information technology and space," the statement said.

Stating that the meeting provided an opportunity to prepare for the forthcoming state visit of the Crown Prince of Abu Dhabi as the chief guest of the Republic Day celebrations, it said: "The two sides agreed on a number of new initiatives to further strengthen the bilateral cooperation and on signing of fresh instruments of cooperation."

Following Prime Minister Narendra Modi`s visit to the UAE in August 2015, the two countries had agreed to elevate the mutually beneficial relationship to a Comprehensive Strategic Partnership.

Sheikh Mohamed, who reaches here on January 24, will be on his second visit to India since February 2016.

Bilateral trade between India and the UAE stood at about $50 billion in 2015-16.

The Gulf nation is among the top investors in India in terms of foreign direct investments and was the fifth largest supplier of crude oil to India in 2015-16.

At 2.6 million, Indians form the largest expatriate group in the UAE.

THIRUVANANTHAPURAM: The Kingdom of Bahrain is keen on widening cooperation with Kerala in all spheres, including investments, Prime Minister Prince Khalifa bin Salman Al Khalifa has said.

This was conveyed to Chief Minister Pinarayi Vijayan who called on the Bahrain Prime Minister and the Deputy King and Crown Prince, Salman bin Hamad bin Isa Al Khaifa, on Thursday.

The Crown Prince told Mr. Vijayan that they have close relationship with Keralites and that the Kingdom was ready to cooperate with the State in all ways and in all sectors. Steps would be taken to widen the cooperation between Bahrain and Kerala in the fields of culture, education, Ayurveda, technology and health, an official communication said.

The rulers of the Kingdom also discussed with the Chief Minister issues of mutual interest. Mr. Vijayan invited the rulers of the Kingdom to visit Kerala.

Additional Chief Secretary, Home, and Secretary to the Chief Minister Nalini Netto, Media Adviser John Brittas, industrialists M.A. Yusuf Ali, Ravi Pillai, and Varghese Kurain and mediaperson Soman Baby were present at the meeting.

The Chief Minister is on a three-day visit to Bahrain, at the invitation of the Crown Prince who is also the Deputy Supreme Commander and First Deputy Prime Minister. The Chief Minister is accompanied by his wife Kamala.

Cabinet gives ex-post facto approval to the MoU between India and the United Arab Emirates in the field of providing Energy Efficiency Services

Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its ex-post facto approval to the Memorandum of Understanding (MoU) between the National Productivity Council, an autonomous body under the Department of Industrial Policy & Promotion, Ministry of Commerce & Industry, and Al Etihad Energy Services UAE, to provide various services in the field of energy management and conservation.

Under the MoU, the NPC will provide the following services:

1. Energy Assessment Services

2. Training & Certification of Energy Auditors

3. Demand Side Management.

Meanwhile, Al Etihad ES will provide the following services to all the relevant projects on a case by case basis:

i) Customer Support with UAE Government and Private owned organizations in the United Arab Emirates

ii) All local support for Field Auditing Professionals in the UAE

iii) All local support for Training & Certification of Energy Auditors in UAE

iv) All support related to Demand Side Management of industries based in UAE

The MoU will enable NPC avail high value opportunities such as energy building and develop institutional mechanism in area of energy efficiency in Dubai and other Gulf Cooperation Council, (GCC) member countries. It will provide recognition and exposure to further build NPC's capacities and competencies in rapidly changing international business scenario. MoU will be a precedent for engagements with other International collaboration partners and will enhance NPC's visibility in arena. The MoU will help promote NPC in GCC member countries and will generate business for NPC in the area of energy.

Cabinet approves signing of the Definitive Agreement on Oil Storage and Management between Indian Strategic Petroleum Reserve Ltd (ISPRL) and Abu Dhabi National Oil Company (ADNOC) of UAE

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its ex-post facto approval for signing of the Definitive Agreement on Oil Storage and Management between Indian Strategic Petroleum Reserve Ltd (ISPRL) and Abu Dhabi National Oil Company (ADNOC) of UAE.

According to the Agreement, the ADNOC will fill up 0.81 MMT or 5,860,000 million barrels of crude oil at ISPRL storage facility at Mangalore, Karnataka.

Out of the crude stored, some part will be used for commercial purpose of ADNOC, while a major part will be purely for strategic purposes. The signing of the Agreement will augment India's energy security.

India and UAE are strategic partners. The investment by ADNOC is a major investment from UAE under the High Level Task Force on Investment (HLTFI) and the first investment by UAE in India in the energy sector.
