It is because government will build Basha dam with its own resources. And imagine ~850 Billion PKR means that even if Pakistan allocates its entire PSDP for Basha it would still take around 3 years to completely fund it.....Nice initiative, but this thread tells completely different story: Bhasha Dam delayed till 2037
The problem with Basha is that of disputed nature of the area. India Claims that GB is a part of AJK which leads to a freeze on multilateral funding (ADB,WB,IsDB etc). US can however, allow unilateral aid for building itTotal cost $8 billion billion over 10 years. Not a big deal because Bhasha is most important dam. And middle east banks will provide loans anyway. If Saudi Arabia can gift Pakistan $1.5 billion then loan is least of their worries.
