I'm not accepting or rejecting anything thus far... i'm saying:
1) Independent Kashmir is a fresh proposal and it amounts to annexing Pakistan, which is quite a blame to attribute it to PM of Pakistan.
2) UN resolution has more legal standing than new proposal in OP.

Answer this question: After annexation, when Kashmiris will determine their nature of the relationship with Pakistan, how does this statement deny them a choice to be an independent state vs affiliated state vs a province? Again, its the Kashmiris who will determine the nature of their relationship with Pakistan.

They will make the right decision, remember even if they unlikely pick independence our relationship will be incredibly close because we are the only way out for them, but it won't come to that simply because Independence is pie in the sky stuff

There is no change in the policy of Pakistan. What PM said is in line with the national stance on Kashmir.

Responding to media query the Spokesperson stated that there is no change in Pakistan’s principled position on the Jammu and Kashmir dispute that remains anchored in the relevant UN Security Council Resolutions.
In his address on the occasion of Kashmir Solidarity Day at Kotli, Azad Jammu and Kashmir, Prime Minister Imran Khan reiterated Pakistan’s long-held position and support for the Kashmiris’ right to self-determination.

The Prime Minister repeatedly spoke about the UNSC resolutions on Jammu and Kashmir and underscored the need for implementation of those resolutions.

Pakistan remains firmly committed to the resolution of the Jammu and Kashmir dispute through a free and impartial plebiscite under the UN auspices as enshrined in the relevant UNSC resolutions.

There is no provision of independent Kashmir in UNSC resolutions, Pakistan's official position is that it strictly adheres to the relevant UN resolutions.

What IK is saying is that IF Kashmiris choose to join Pakistan in a plebiscite held under UN auspices (something not going to happen anyway), then Pakistan may grant them a right to become an independent state (if they want). It's not a "policy statement", it's just a campaign pledge.
