Two jacks help rotate an overpass on Danyang Road in Heze, East China's Shandong province on Nov 8, 2016. The 24,800-ton overpass rotated counterclockwise 81.67 degrees to cross railway lines and a freight yard to connect with the approach parts. The 2,031-meter overpass was built along the railway lines to reduce interference with running trains. [Photo/Xinhua]

It is a very common process of building bridges over another bridge, railway or road.

HSR over a conventional railway

In order not to impact the busy traffic, they will first build a section then rotate like 80 degree....The swivel process is finished within 1-2 hours. So the corridor underneath will be stopped for only 1-2 hours.

In this HSR from the provincial capital of Inner Mongolia to the 2022 Olympics host city Zhangjiakou, 5 railway bridges were built in such a manner.

Yes you are right that the developed countries has the same technique but there are very few new infrastructure projects these days to allow their engineers to grow expertise and develop new engineering methods. With a steady economy, any new investments have to be funded by existing source or by issuing new debt, which is very difficult and slow process in the current political system that practiced in the developed countries. It is also stunning to see many head engineers in China's leading construction company are very young but are highly experienced due to the large number of projects they have involved. :-):yahoo:

They are losing such experiences and expertise.
If they are given a blueprint of Gold Gate Bridge. they just have no expertise to build another one.
