Sounds like a stupid question but what is the purpose of IT parks?

Nope - not stupid at all - IT parks in India are being established by the government since the early 1990's with the prime objective of encouraging, promoting and boosting our Software & IT Services exports across the globe.

STPI (Software Technology Parks of India) maintains internal engineering resources to provide consulting, training and implementation services. Services cover Network Design, System Integration, Installation, Operations and maintenance of application networks and facilities in varied areas. It is an export oriented scheme for the development and export of computer software, including export of professional services. The STP Scheme provides various benefits to the registered units, which includes 100% foreign equity, tax incentives, duty-free import, duty-free indigenous procurement, CST reimbursement, DTA entitlement, deemed export etc.

Like you have SEZ (Special Economic Zones) for manufacturing facilities and exports - likewise we have IT parks for Software & IT Service facilities and exports. STPI's have economic laws that are more liberal than our domestic economic laws. India has specific laws for its SEZs and STP's.

One of the significant reason that out Software and IT exports are about to cross $100 billion mark is the establishment of these STPI's only.

Sounds like a stupid question but what is the purpose of IT parks?

Not stupid at all bro, IT Parks are simply a dedicated area set up by Govt/Private players with all the facilities and support to support IT industries, similar to Industrial parks, defense parks, exclusive economic zones etc.

Presence of such parks changes the entire area.

Sounds like a stupid question but what is the purpose of IT parks?

Before I can answer that, I will have to explain the difference between manufacturing industries and IT/Services industries. Most of the process industries or heavy industries will require uninterrupted HT power supply and to ensure this they will have contingency measures like steam turbine-driven equipments, gas turbine-driven generators and captive power plants.
On the other hand service industries will require only LT power (to run their servers, computers, HVAC systems and lighting load). To put in place the above said contingency measures for just LT power will be uneconomical. So they are dependant on the power companies to ensure that there is an uninterrupted power supply. Also they will need high-speed data lines to be concentrated in one area for ease of access. An IT park provides such facilities. The IT parks will get uninterrupted power supply no matter what the situation is outside of the park. The government run local Electricity boards will ensure that. The telecom companies serve the IT parks on priority basis. So the IT parks become a separate world themselves minus the utility inefficiencies so common in the sub-continent.

Govts in Pakistan have always been jerks, no love for IT industry ever. We people are working on our own under heavy load shedding, poor and expansive internet facilities, no support of payment gateways (paypal in particular) etc..

Still we IT guys are bringing in billions of $$$ every year.
