Chango: Himachal Pradesh Chief Minister Virbhadra Singh on Saturday inaugurated a helipad in Chango village, in the state, bordering China.

The helipad, located in Kinnaur district, was constructed at a cost of Rs 1.10 crore.

He said the helipad would not only facilitate the local residents during winters but would also be of strategic importance.

"During the flash floods in the Sutlej and its tributaries, there always exists a fear of washing away of roads, the only lifeline. Now the helipad would help in evacuating the people in case of any emergency and even stranded tourists during winters," he said.

On double-laning of the Leo-Chango road, the chief minister said the detailed project report (DPR) outlining an outlay of Rs 76 crore has been submitted to the central government.

He said that initially, Rs 15 crore given by Nabard would be spent on improving the condition of the road.

Manipur Chief Minister Okram Ibobi Singh escaped unhurt on Monday after shots were fired at him and his entourage as he was getting out of his helicopter at the Ukhrul helipad. One security personnel of 6 Manipur Rifles sustained bullet injuries. The helicopter immediately took off and left for Chingai but could not land at the remote village due to protests, said the official said.

The Chief Minister then cancelled his programmes and flew back to capital Imphal, where he called an emergency Cabinet meeting, the source said. The CM had several programmes lined up at Hunphung village and at Chingai village in Ukhrul district. Ibobi was to travel to Hunphung to inaugurate the 100 bedded Ukhrul district hospital besides a power sub-station, the sources said.


Bomb detonated

Shortly after midnight on Sunday unknown persons also detonated a bomb near the newly constructed district hospital. The pandal where the public meeting was planned was destroyed. One IRB personnel also sustained injuries in the blast.

Tangkhul Naga Long says that about half of the 100-bedded district hospital is completed. It has been saying that the government should not inaugurate it under the circumstances. Meanwhile one insurgent was killed in an "encounter" between security forces and insurgents in Nagaland. The deceased and his affiliation are not established. Six guns including two AK 47 rifles were recovered from the site of encounter.

William Tarao, a constable, was injured in the firing that lasted 10 minutes. Protesters also set fire to two police vehicles outside the helipad.

Can some give some context as to why Manipur is against the establishment?

Elaborate security arrangements were made since Ukhrul is a Naga-dominated area and a stronghold of the NSCN(IM) group.

The NSCN-IM has linkages with the Naga groups operating in Myanmar, and drug trafficking from Myanmar is a major source of income.

A top-NSCN-IM functionary was reportedly dispatched to strike a deal with Chinese officials in the Kuming province to provide them with a ‘major arms consignment’; and the NSCN-IM was pleading with the Chinese to use their good offices to secure a passage for the consignment through the territory controlled by the Kachin rebels. Reports of February 2000 indicated that the NSCN-IM have a "full-fledged liaison office" in territories in China across the border with Arunachal Pradesh.

Development of Heliports and Helipads

Rohini Heliport has been formally inaugurated on 28 February, 2017. The heliport has provisions for operational facilities and Maintenance, Repair & Overhaul (MRO) as well. The heliport has the following facilities;

(i) Centrally air-conditioned passenger terminal building having the capacity to handle 150 passengers

(ii) Four hangers of 3600 sqm area (each hanger with 900 sqm)

(iii) Parking capacity for 12 helicopters

(iv) Refuelling facility

(v) Fire services.


The Heliport has been used for 25 operations so far by various operators. As per ICAO study - "Economic benefits of civil aviation: ripples of prosperity", the output and employment multipliers of aviation are 3.25 and 6.10 respectively. Ministry of Civil Aviation has issued the National Civil Aviation Policy (NCAP), which has the provision of development of four helihubs in the Country, namely Northern, Western, Eastern and Southern . One of the Heli-hub has already been developed at Rohini, New Delhi. List of total number of helipads is attached as Annexure 'A'. Ministry of Civil Aviation has launched Regional Connectivity Scheme under NCAP which inter-alia permits helicopter operation only among the States of J&K, Himachal Pradesh, Uttarakhand, North Eastern Region of India, A&N Islands and Lakshadweep Islands. However, development of regional air connectivity routes is demand driven and left to market force, such that airline operators undertake assessment of demand of supply required on a particular route. Helipads in States/UT are generally constructed and maintained by State Govt. on requirement basis.

This information was given by Minster of State for Civil Aviation, Shri Jayant Sinha in a written reply to a question in the Lok Sabha today.

The Mi-17 helicopter in which the Union Minister was travelling was flying from Guwahati to Ziro in Arunachal Pradesh
Union Minister of State for Home, Kiren Rijiju escaped unhurt when his chopper made an emergency landing on a small field due to bad weather here on Tuesday.

The Mi-17 helicopter with Mr. Rijiju and seven other passengers and crew members on board was flying from Guwahati to Ziro in Arunachal Pradesh when it faced heavy rains and fog this afternoon.

Mr. Rijiju was travelling to Ziro to attend the Dree harvest festival.

The pilots of the chopper, belonging to the Border Security Force (BSF), managed to manoeuvre for around 10 minutes before landing on a small field in Itanagar under emergency situation.

“I was lucky enough to be landed safely, thanks to the BSF pilots who are very experienced,” said Mr. Rijiju.

The Union Minister said the Itanagar Superintendent of Police (SP) came to the spot after hearing about the development.

Local residents too came forward to help Mr. Rijiju and others.

An IAF chopper, which was on a flood victim rescue mission, with three crew members on board, went missing near Sagalee in Papum Pare district of Arunachal Pradesh today, the defence officials said.

The Advanced Light Helicopter (ALH) lost contact soon after its take off from Sagalee at around 3.50 pm before the rescue, Defence PRO Lt Col Sambit Ghosh said.

The chopper was evacuating people, stranded at Sagalee due to landslides, triggered by rains.

Sources at the chief minister's office here said Chief Minister Pema Khandu was monitoring the situation.

Directives have been issued to the administration and the police to extend all possible help in the search and rescue operation.

The villagers have also asked to help the administration in locating the missing chopper, the sources said.

An Arunachal Pradesh police team today spotted the debris of an IAF chopper, which had gone missing yesterday, in a deep ravine, but the fate of the three-member crew was still not clear.

Rescue teams are scouring the area for the crew, a top police official said. The aircraft had gone missing near Sagalee in Papum Pare district.

IGP (Law and Order) Nabin Payeng said the debris of the chopper was sighted from a hilltop at Chopo Yoha in the district by a police team at the confluence of a waterfall and the Nyorch river.

"Since the spot is located in a deep gorge, rescue teams will take time to reach," Payeng said, adding the fate of the crew members was not yet known.

The debris was spotted by one of the five police teams detailed under Papum Pare deputy superintendent of police Neelam Nega.


The Indo Tibetan Border Police along with Arunachal Pradesh police and India Reserve Battalion had launched a massive search operation since morning to locate the Advanced Light Helicopter (ALH) of the IAF which was engaged in flood rescue mission in the state. It had gone missing on Tuesday at 3:50 pm after take off from Pilputu helipad near Sagalee.

The helicopter was evacuating people stranded in Sagalee and Dambuk due to massive landslides caused by heavy rain.

Tezpur-based Defence spokesperson Lt Col Sombit Ghosh said the chopper had gone out for flood rescue operations from its base at Jorhat on Tuesday morning.

Sagalee additional deputy commissioner J Pertin said the IAF helicopter, which was pressed into service to evacuate people stranded due to floods in Sagalee, had made five sorties since it arrived there at around 10:30 am on Tuesday.

"On the sixth sortie to Naharlagun the crew did not take the last batch of nine civilians for unknown reasons and took off from Sagalee," he added.

Chief Minister Pema Khandu had tweeted yesterday, "Successfully evacuated 169 stranded people that include women, children from flood affected areas of Sagalee and Dambuk through IAF."

Sagalee is north of Itanagar while Dambuk is in Lower Dibang Valley district, which is about 350 km east of here.

In May last, two pilots of the Indian Air Force had died when a Sukhoi-30 fighter jet crashed near the Assam-Arunachal Pradesh border.

Advanced Light Helicopter (ALH) Wreckage Located

On 04 Jul 17, an ALH of helicopter unit based at Tezpur had gone missing while carrying out an HADR mission near Itanagar. The helicopter had carried out five sorties evacuating stranded people near Itanagar due to landslides between Naharlagun and Sagalee. There were three crew members and a Arunachal Pradesh police personnel on board, when the aircraft was reported missing at approx 1550 hrs. While the search and rescue operations were initiated immediately, however the process was hampered frequently due to bad weather in the area.

Joint rescue teams of Army, NDRF, Arunachal Pradesh Police and IAF were launched to locate the helicopter. The Arunachal Pradesh Police team spotted the wreckage of the helicopter in the evening of 05 Jul 17. On 06 Jul 17 morning, rescue parties comprising IAF Garuds and medical team, Army, NDRF were able to reach the crash site alongwith the Arunachal Pradesh Police team who had sited the wreckage. The bodies of three personnel have been recovered so far. A Court of Inquiry has been ordered to investigate the cause of the accident.

The district administration in Raudraprayag in Uttarakhand has asked helicopter companies operating in the area to create facilities like sound proof classrooms in the Kedarnath valley to minimise the impact of noise pollution from low flying choppers.

The number of the helicopter service provider to the Kedarnath shrine increased after the 2013 flash floods that killed over 5,000 people. Many pilgrims now opt for helicopters to avoid a steep trek of 16 km to reach Kedarnath from Sonprayag. In a 30-km stretch between Guptkashi and Sonprayag, 13 aviation companies now offer helicopter services to Kedarnath shrine.

Locals allege that in order to maximise the number to trips every day, the helicopters very low that increases noise pollution. The forest department had prepared a report on the noise levels.

Earlier this year, the National Green Tribunal (NGT) issued a notice to state government and the Union ministry for forest and environment seeking reply on the “unregulated” services.

The helicopter operations were resumed only after a team of the Directorate General of Civil Aviation (DGCA) officials visited the valley and submitted a report with the green tribunal.

“During peak season about 16 to 20 sorties are made by each of the service providers,” said Devanand, SDM Rudraprayag.

The helicopter companies charge Rs 7500 per head to take four devotees at a time and for this sum, the choppers keep busy flying from 6 in the morning to 6 in the evening.

Environmentalist, geologists and social workers have often raised their voice against the ill effect of the heavy noise and vibrations over the ecology and people of the area.

Talking to HT, some of the representatives of helicopter companies said that the proposals of the district magistrate have been forwarded to their respective managements to decide over it.

“The final nod is awaited,” said one of the representatives. The helicopter services are currently suspended because of the monsoon and will resume next month.

All crew members and passengers are safe.

Two senior Army officers had a narrow escape on Tuesday when the Advanced Light Helicopter (ALH) they were flying in crashed in Eastern Ladakh. All passengers onboard are reported safe.

“The crash occurred in the afternoon at Tsogstalu helipad in Eastern Ladakh. Two senior military commanders, the General Officer Commanding (GOC) 14 Corps and the GOC 3 Div, were onboard,” Army sources said.

All crew members and passengers are safe. A Court of Inquiry has been ordered into the incident.

The Dhruv ALH is indigenously developed by Hindustan Aeronautics Limited and is extensively used by the Army.
