Egypt- India in talks for sale of Pralay Tactical Ballistic Missile

According to Lebanon based Publication ” Tactical report “, the Egyptian Ministry of Production (MoMP) is in talks with India’s Defence Research and Development Organisation for the sale of a Pralay Tactical Ballistic Missile (TBM).

The report also says that Egypt is also seeking a Transfer of Technology (ToT) that will allow local production rights to Egypt for the missile to be produced domestically.


Pralay is India’s first tactical quasi-ballistic missile, which will be an important component of India’s planned Rocket Force. The Pralay missile project was sanctioned in 2015 and is a derivative of the Prahaar missile programme, which was first tested in 2011.

The canisterised Pralay missile, with a range of 150-500 kilometres, has been developed according to the specifications and requirements of the Army, which was looking to arm itself with a tactical conventional missile that could be used on the battlefield.

In 2022, India and Egypt signed a Memorandum of Understanding (MoU) to strengthen bilateral defence cooperation. Defence Minister Rajanth Singh, who is on a two-day visit to Cairo, and his Egyptian counterpart, General Mohamed Zaki, signed it.

are sales of these even legal ?
 
Yes, you can sell any missiles with a range of under 300 km and payload of 500 kg under MTCR rules. Russia sold its Iskander to quite a few countries.

Its a grey area, you can sell it as a quasi ballistic missile, but in ballistic trajectory it will achieve higher range. Like Brahmos always had higher range from day 1, they masked the range by flying it to a particular flying envelope.

But Egypt does not have a nuclear payload.
Conventional vs nuclear m there must be a lot more tech that goes on in there. Can't possibly be as simple as chambering a gun/barrel.

ICBMs for example, may not have capability to carry a regular payload without modification. Who'd send a simple payload if "khushboo laga ke" tofa bhejna hi hai anyway ? :P

if we look at the payload - range graph of pralay its range would be nealy 300km for a 500kg payload so no special modification needed for the sale.
Although i am not sure about ToT, i mean missile ToT is considered as a very risky realm in the eyes of mtcr
