A actual combat capable nuclear deterrence need a whole system. Only Russia, China and US has that. British and France has very low deterrence against Russia. North Korea has even lower deterrence. North Korea can't live under US full nuclear strike, and North Korea has very low deterrence credibility to counter strike back after US first strike.

针对国家重大工程建设的安全防护需求，钱七虎院士向国家和军队提出了工程防护与信息化防护相结合、建设深地下超高抗力防护工程，以及战略通道桥隧并举、能源地下储备、防灾防空一体化发展等多项战略建议，获国家部委和军委首长批示并被采纳实施。
