UAV and UCAV are used when required. UCAV are used even by USA to target top brass of Talibs, not every foot soldier of Talib.

If the rough area you are talking about is inside Pakistan, then writ of Pak Govt reigns there and cant just go on killing any person carrying a gun using surveillance IR of drone. Could be civilians too. Most people in FATA carry weapons. FATA has a law system related to Jirga system where levies force are the local police.

On Durand line, the story is a bit different. The illegal crossings may take many times a day and at many locations. Suppose the crossing may take place 3 times a day at one location. Instead of sending a UCAV or heli force to intercept them three times, why not make a Border check post and deploy FC, its cost effective too. If the TTP force is overwhelming large then send back up of UCAV to FC post. The post shows presence and deterrence. A manned post also shows that its a safe region. The other measures of fencing and creating obstacles like ditches are taking place too. Some Border Crossing are also through caves, tunnels and different hideouts which need to be eliminated or blocked permanently.

UCAV carries 2-4 missiles. Targeting a single person by one missile costing $$$ is not cost effective unless he is top level. Usually, when one missile is fired, the remaining missiles are kept as back up if first misses. Then again most of top level is targeted when they are travelling in a vehicle or standing stationary(out in open or in cave/hideout), not while travelling on foot.
Considering an intrusion of 10 TTP personnel by foot, PA would need to send 2 or more UCAV to effectively kill them.

I dont know the cost of a UAV flying 24 hours compared to 8-10 FC border posts covering the same area which amount to one time construction cost, electricity or generator cost, supplying cost, medical and evac costs, living cost etc. A PA allotted quartermaster would know better.
