The world powers are going to let Pakistan and India shoot at each other, kill a couple thousand soldiers, bomb some cities/ military bases, but in the end both nations know what crosses the Nuclear threshold.

Realism in International Politics says that Nations think about power, power = survival. No one is going to shoot them self in the foot.

India itself doesn't need 110 Nukes for Pakistan:

Lahore = 1

Multan or Faisalabad = 1 or 2

Yakeen Janiye. JF 17 is also Manf in Pakistan and is flying. Babur cruise missile is also made in pakistan and many others deadly toys are made in Pakistan.
