There is no chain of command for the civilian leaders on this. They can bring anyone up who they think is capable. That's the democratic government's right. Take a look at India. How many times the Indian PM has to care what the general's think? Or in the US, president picks the one who he thinks will be good at work. Of course, you need to have credentials to be able to do the job.

He pointed out that Lt Gen Zaheerul Islam might have skipped the meetings in line with his strategy to keep a low profile due to the ongoing ‘Zarb-e-Azb’ military operation in North Waziristan Agency.

The retirement of the DG ISI would no doubt test the skills of the prime minister, who has the authority to appoint the spy chief, although it appears difficult to think the federal government will take a decision without the army chief’s consent.

Meanwhile, the retirement of four corps commanders will provide an opportunity to Gen Raheel to appoint generals of his own choice on key slots. All the four corps commanders who will retire in October were promoted and appointed by the then army chief, Gen Ashfaq Parvez Kayani.

listen to every talk show, both guests and anchors will agree agree that all the political adventures and misadventures are being controlled by establishment (they wont say army but will give you hint who is the establishment as if their army is so stupid they wont know they are talking about them), they will say Imran and TUQ are being controlled by Army to create problems for Govt because Govt want to put Msharaf thru due process. So everyone agree that Army will f'k with country to save one of their own.
then they will all praise Army, brave army. I dont get it, are their people with lower dignity anywhere else in the world
