Weakness on the Diplomatic front is the number 1 culprit

Also , if the Traverlers document were confirmed real prior to few days from travel it would help smooth thing up drastically. In order to sift out the bad apples.

The reputation of holders to stick out longer then permitted visa stay has caused many countries to revoke special privledges for Pakistani passengers. While some cases are more to do with just plain racism against Pakistani Passport holders

Afghan war has no doubt damaged the reputation of the Green Passport , the policians or the Army Men perhaps don't get stopped or questioned that often due to Diplomatic passport but the normal folks do find a tough process while traveling. This stringent rope around the passengers has gotten tighter every decade , however most politicians don't bother with these items as they are generally meant to go enjoy a tour in foreign countries when they are appointed there and the last thing on their mind is to improve experience for Pakistani General Travel to these countries.

On GCC country side , it is well known fact countless Low paying workers tend to get lost in Local economies of GCC countries as illegal residents , in order to continue to work under the table , the GCC countries are also correct to deport such cases when they are caught as per normal practice of the world in such matters.

However with even that stated there is certainly some Job that politicians must do to improve status of the passport to bring up its stature. But before a diplomatic front is launched , the issue of fake passport and issuance of illegal passport will have to get addressed

For Pakistan the goal must be

1- Capture Fake or questionable Passports 1-2 days before flight takes place

2- Launch diplomatic effort to establish MOU , between nations so Business Users
Can indeed travel to each other's country freely with same day passport issuance
Provided the return date is established

3- People who Intend to reside in each other's country must obviously have to apply for VISA
(Work visa)

Pakistan is okay, but why is afghanistan so low on the list.

pakistanis never fails to disappoint. always at top in bad things. by the way what is our odi ranking these days??9 i guess. from sports to politics we are pathetic.:pakistan:

The only silver lining in these stats is the fact that the most of the countries Pakistanis want to visit have required a visa anyway

It's time to abduct all nation and send to mars:D

In the good old days when a resident of a state , was treated badly , specially if he/she was holding a document authorized from the King or ruler , that was normally seen as an act of war.

1. wrong doing by our own people
2. Hostile messages sent to the world by our extremist element.
3. Failure on diplomatic front, as diplomats and people in power corridor are busy gathering benefits for their own selves.

Pakistan's ranking was very respectful back in 1990s but war on terror after 9/11 has lead to countless crisis, some of which will take long time to heal. If Pakistan's economy will thrive, such rankings will change automatically.

The problem is, many countries disallow members of particular nation due to potential of the tourists not returning to their homeland. If the gdp per capita for example is similar to the gdp per capita of Malaysia or Indonesia, I find no reason why they would refuse visa free entry to Pakistanis when they know that most of the Pakistanis will return to homeland upon completion of their tour. It becomes problematic when we go to foreign land and do not wish to return :D

Economy + security. With thousands of self-declared enemies of 'Amreeka' etc., essentially people with an ISIS like mentality, and thousands more who have valid grievances because their families were killed in drone strikes, and then thousands of illegal Afghans, Bangladeshis, and Allah knows whom else who have succeeded in getting Pakistani ID cards and passports and would gladly become opportunistic economic migrants if the chance arrives, it is understandable why people are hesitant to welcome us into their countries.

In Australia, time for Indian applicants to get permanent residence visa after their case file is opened by case officer: 1-3 months. Time for Pakistani applicants: 9 - 18 months, with most of the time spent on 'security checks'.

Understandable given the current terrorism problems the world faces.
