Education & Health budget: Punjab vs K-P vs Sindh vs Balochistan

Then instead of searching at newspapers try looking for official documents. For example, speaking about education and health, around 87 Billion are expected to be current expenditures leaving around 20 billion for development spending. Furthermore, for budgeting purpose,the health,education and other alike services have been clubbed making it difficult to estimate how much has been allocated for which one. However, when you take a look at the allocation in detailed heads, most portion of budget pertains to salary and administrative activities.

So, What's the Final Score by Province?
Right so after I had another look on the official budget speech the only thing I had to do was to raise the figures of KPK. That is because in the official budget speech they claimed that 111 billion rupees will be allocated for Education and not 108 as written in the original post. I have not looked in the health budget so far but i know that's about 6% for KPK and 12% for Punjab so hardly any competition between both provinces in terms of the allocation (although health budget per capita is a different story)

The bottom line is different newspapers mentioned different figures. Some of them counted the basic education budget, others mentioning the budget of primary, secondary and higher education, others not counted the administration costs, salaries and so on so forth. This is what my perception is about the matter. But when you count everything the bottom line is, 273 billion rupees will be invested in Punjab out of 1044 billion rupees and 111 billion rupees will be invested in KPK out of 404 billion rupees.

Let me add up a small story.I know a Guy(Our neighbour) who had a job in a govt school tank district but due to approach or somehow he never attended his job but still use to get salary each month.But from the past 6-7months due to PTI educational reforms in KPK.last month he told me that he's confused whether to leave the job or not as he's forced to attend his job.

A small step but part of the educational reforms.Being a citizen of KPK,I am too happy from the educational reforms of KPK by PTI

Seem like that ******* **** is all over country. I also knew someone who was getting payed for being teacher. Not to forget that water car engineer also was getting paid despite not attending.

Pakistan Tehreek-i-Insaf is the best thing happened to Pakistani politics in decades.

Because of this new vibrant political force, the ruling elite of Pakistan--specially PML(N)--is now working hard to give some performance to the public.

A national electoral victory of Pakistan Tehreek-i-Insaf under Imran Khan would be the best-ever thing for Pakistani political sphere since the independence of the nation--since it would show the feudal families that days of 'chaudrahat' over weak, poor Pakistanis are over.

Entire political elite of Pakistan should be made to work only and only in the interests of Islamic Republic of Pakistan...and PTI is the best available tool for Pakistani masses to get this done.

Only if Pakistanis--entrenched deeply in caste and family politics---understood this.

I am getting the following figures for health so far:
Punjab: 54+31=85bn (12% will give 131bn. Is this what is stated in the Urdu document?)
KPK: 21+11=32bn

ok. I am mistaken. In the case of health it seems Punjab s spending 121bn all together (out of which 86bn is provincial). this gives a 11% share in total expenditure.

Now the Punjab government claimed the total budget outlay is 1033 billion rupees but in the link you have shared it suggests it's 1349 billion rupees. I just know the breakdown of the Government figures. That's how it will be collected

Total: 804 + 228.87 = about 1033 billion

1095 billion is part of one of the two accounts of the wider outlay 1349 billion rupees so I am not sure how you observed it as a standalone figure.

I am using 1095 to calculate the percentages since all the expenses in the first account (A+B+C) should add up to it. And all the health and education related expense falls under A and C.
It doesnt matter much if we only care about the stand alone figure. Im only creating this fuss to be sure that we are using the correct figures for calculating percentages.
 
KARACHI: A total of 5,229 government schools are closed in the province, and Tharparkar, where 798 of them are located, tops the list of districts with the largest number of closed schools, shows the data distributed in the Sindh Assembly on Thursday.

Based on a report prepared by the Reform Support Unit showing details of closed schools and reasons for the closure as per the School Census 2011-12, the datawas provided in response to a question asked by Pakistan Muslim League-Functional legislator Nusrat Sehar Abbasi.

It shows that of the 5,229 schools some 3,995 have been closed temporarily and 1,234 permanently.

Unavailability of teachers is the main reason for the closure of 3,177, the largest number of such schools.

Some 659 schools have been closed because there is either no adequate population or no enrolment. The existence of 137 schools could not be confirmed as theschools had ceased to function a long time ago and no record was available for those schools. Some 103 schools have been merged with other schools and 87 closed owing to poor law and order situation.

Reasons for the closure of 1,066 schools have not been specified and only `others` has been written in the column citing the reasons.

With 723 closed schools, Thatta is in the second place in the list showing the names of districts with closed schools. Umerkot with 477 closed schools is in the third place.

Names of other districts with thenumber of closed schools are: Khairpur (319), KashmoreKandhkot (290), Mirpurkhas (275), Shikarpur (270), Sanghar (253), Badin (238), Shaheed Benazirabad (230), Naushehro Feroz (162), Kambar-Shahdadkot (146), Dadu (13), Jamshoro (141), Tando Allahyar (119), Jacobabad (106), Karachi (97), Tando Mohammad Khan (89), Matiari (89), Sukkur (85), Ghotki (85), Hyderabad (28), and Larkana (21).

The data, provided in relation with a question asked by Pakistan People`s Party legislator DrSikander Shoro, also shows that 5,581 cheating cases were found during the recent examinations and 802 cases of impersonation were also reported, and after evaluation and investigations of each of the cases by the Unfair Means Committee, wrongdoers shall be awarded punishment, including barring from examination from one yearto three years.

The data also shows that 10 varsities/ institutes had been set up from 2009 to 2013 and one of them, University of Sufism and Modern Sciences,isnotfunctional.

It should be noted KPK is spending double per person in education funds compared to Punjab.
Merely going by percentage of total budget doesn't give us clear picture.
