BHOPAL: Outlawed Communist Party of India (Maoist) has claimed that hi-tech preparations were being madeby the governments and the Army in tribal Bastar region in Chhattisgarh, to supress the revolutionary movement.
In a 17-page detailed paper, highlighting various issues pertaining to the "Peoples' movement" in Dandakaranya region in general and tribal Bastar region in particular, the Maoists said unmanned aerial vehicles (UAV) or drones manufactured in US and Israel are also being used on a vast scale in the region.
Alleging that the UAVs were being used for suppression of the peoples' movement, the outlawed CPI(Maoist) has condemed its usage continuing its tirade against presence of Army in tribal Bastar region in Chhattisgarh . It also accused the Bharatiya Janata Party (BJP) for extending its support to the UPA government at the centre and favouring deployment of Army.
"The UAVs take real time images, find out about the guerrillas' movements and their camps on the ground andsend the data to the control room and in turn they are sentimmediately to the forces participating in operations through modern devices", the paper said adding that small UAVs named 'Netra' that run on rechargeable batteries are carried and used by the forces during the operations.
It claimed that 1800 new mobile towers were being built in the Maoist movement areas. A Regional Navigation Satellite System is being established under the direction of Indian Space Research Organization (ISRO).
Claiming that all these resemble war preparations, the Maoists' paper explained in detail their point of view regarding the presence of Army in tribal Bastar region. The rebels described the government claims a facade. The paper further pointed out that the troops' presence in Bastar was not just for training, alleging that it was an excuse to cover up preparations for war against revolutionaries.
The rebels also blamed the centre for extending support to Chhattisgarh, Jharkhand, and Madhya Pradesh, ruled by the BJP, by deploying security forces in the tribal areas.
The Maoist paper did not sparethat left parties-the Communist Party of India (CPI) and Communist Party of India (Marxist)-saying that these parties were not unequivocallycondemning the 'War on People' and not demanding categorically that the deployment of Army must be stopped.

Rebels may possess crude rocket launchers that can be used against helicopters ferrying troops
Military helicopters, flying sorties to ferry troops and logistics for anti-naxal operations in Maoist-affected states, are facing threat of being hit mid-air by gunfire and even from improvised rockets fired from the ground.

The helicopters, including those from the Indian Air Force, have now been forced to take additional safety measures and alter their flight plans after repeated attempts by the naxals to hit them, endangering the lives of airborne troops of forces like the CRPF and BSF.

An increasing number of incidents where the Maoists used Light Machine Guns (LMGs) to target the IAF Mi-17 choppers and other helicopter variants have alarmed security and snoop agencies, prompting them to issue precautionary advisories to the crew operating the helicopters.

“The naxals have never attempted firing a rocket (at a chopper) but it is understood that they possess some crude and local variants of rocket launchers which can be used for any audacious strike on security forces,” an official deployed in the anti-naxal operations grid in Chhattisgarh said.
In March, when the CRPF was preparing to launch operations in the Naxal hotbed of Abujhmaad in Chhattisgarh, at least seven bullets hit the rotors of the IAF chopper.

“While the IAF choppers are armoured below the cockpit area, the entire belly is exposed to the enemy gunfire which could take the helicopter down. Many incidents where bullet-inflicted damages to these machines were reported over the last few months,” a senior paramilitary official said.
While flying, the LMGs mounted onboard these helicopters will not be able to counter any gunfire originating from the ground. Hence it has been advised that the choppers should shun taking the same route while returning.

“Essentially, the helipads are constructed at a place where there are no hilly features around. In case it is not possible, these features are sanitised and dominated by security forces,” the official said.

Security officials said that while the choppers are the most vital machine when it comes to airlifting injured men, sending reinforcements or food supplies to the conflict zone, the threat of being hit from the ground has become a headache as preventive measures consume a lot of time which is not always possible in areas which are dominated by Maoists.
