One has to conclude a war when its objectives are met. US convinced Afghan Taliban to not support Al-Qaeda Network = problem solved for the US. War is over. Now US can invest in Afghanistan like a normal country, if it wants to. Afghan Taliban do not accept presence of foreign troops on Afghan soil as a matter of principle. This is not a unique demand. Some countries do not accept presence of foreign troops on their soil as a matter of principle.

You should ask why Afghan Taliban wanted to settle this war through negotiations. Because US had killed so many in war. It takes time and funds to get new fighters. There is a limit to this matter for an entity like Afghan Taliban.
