Technically we don't need to fire S-III for Delhi since we have shorter and more small size missiles in our arsenal.

Geographically speaking, Delhi and Bombay are more or less same distance from Pakistani border. Giving 4 mins to Bombay to survive is very generous , as it will be more likely hit from missile launch somewhere from southern Pakistan.
