Former Rocket Force Commander Li Yuchao, former Xu Zhongbo is over 60. China's constitution sets 60 as the maximum retirement age for Chinese military officials.

Li Yuchao and Xu Zhongbo were changed to serve as alternate member of the Central Committee in the civilian category.

BTW: In China, the Minister of Defense is a civilian official.
