BUY OFF THE SHELF DEFENCE PRODUCTS & THEN GET TOT...PAKISTAN'S PREDICAMENT!

-Pakistan mostly gets access to Defense products once we buy some units of Original product of the shelf.
Some examples are:

-Had to buy VT4 (176 units) to get tech to be used in AK1 and AK2 (China)
-Apparently buying J10C to get PL15 BVR from China
-Had to buy 9 S20 SUBS to get TOT from China.
-Had to buy Milgem Coverette (Babur Class) to get tech for Jinnah Class frigates.(turkey)
-And the list goes on

Is there a way to circumvent ?

If a product is already made and operational...it took some other country the cost of R&D..so they won't just hand it over on a platter. They will try to profit off their product as any sane country would...that's expected. The pro is that this way...Pak acquires proven and established products...the downside is it's harder to get ToT.

The alternative is to either start a JV from scratch or do it completely indigenously(also from scratch). The pro being owning the product and being able to produce/modify/upgrade indigenously...the con would be the higher risk involved as there can easily be cost overruns during development.

the only other way I see where Pak may not pay up front(in terms of money) to acquire defense products with ToT...would be to pay in some other way...basically serving that other country's geopolitical interests in some manner.

You need to invest in original design projects, but we lack the people necessary to develop most of these things (even with COTS inputs). The PAF is trying it with Project AZM, but they're not investing enough to independently carry that project.

Sadly, we're dealing with a mix of urgency and opaque leadership. It's the worst mix when trying to achieve domestic development as no one wants to exchange info with sibling departments, openly talk about failed tests, re-route money from big imports to less tangible R&D work, etc.

It is crucial for the branches of military to cooperate together in product development and acquisition(and engage the private industry). IMO taking this step of a coordinated effort is as significant in its efficiency(and pay off in the long run) as project vision was for PAF.

For example if PAF and PN had worked in sync...maybe we could've seen a single commercial airplane as the basis of PAF AWACS and PN MPAs...moreover PIA could've also been made to pick that jet for routes where it would be viable. This would've split the cost of setting up an MRO capability for said airplane between these entities...not to mention how it's more enticing for any supplier if the order is bigger and they are willing to throw in more to sweeten the deal for bigger orders.

Still I say it's never too late...it would still be immensely beneficial even if they started today.

But through synergy Pak can make its purchases look more appealing than they do currently. I gave an example of such above.
