Root cause is poverty that such small kids are sent to work at people's homes.
But some people are just cruel.
India too has this problem but nowadays ngos can be really nasty if you employee a underage kid or ill treat a maid. 14 is the minimum age for house maids in India but wonder how well its implemented.
Child employment should just be banned with severe prison penalties.

Root cause is they don't use condom and pump out too many babies, then realise they can't keep them all and have to give away a few as child workers ( read slaves).
