The lotus flower does have significance because it's has reference to lord Buddha and Buddhist inspired architecture in general in Sri lanka.. And it's the the national flower is the blue lotus

Unfortunately in these case i think it has do more with fulfilling the narcissistic ego of the ruling family.. Tin pot dictator President Rajapaksa has a lotus as his emblem and even public toilets are been named after him and the lotus!!

What does Kotte mean? Is it a reference to any fort nearby?

Jayawardena Pura Kotte is a suburb of Greater Colombo and is the Administrative Capital of the country (Colombo is commercial)

It's was also the the capital in the 13th century and yes the word Kotte stems from the term Kotuwa meaning fort there are still remnants of those fortifications built in the 13th century

No doubt.. But how long can that infrastructure development can be sustained without human development when bad governance, Total breakdown of law and order and nepotism is unprecedented.. Not even during the war years had it been this bad
